I believe that the mutant leader is a good villain for the dark knight returns. This villain is a very realistic villain, both in the comic and in real life. The dark knight returns (at least part one and part two) faces more of realistic problems that all cities face such as crime, criminals, etc. This comic shows how a gang of thugs attempt to take over a city by brute force, manipulation, and extortion.
This makes the dark knight returns feel much more realistic as we can all imagine this happening in realistic cites. Is he a good villain, for what he represents, I would say he is an good villain. In comparison to other batman villains, he is only a decent villain. I say this because a lot of the things he does are very common by batman villains and have been done many times before. There are a few examples of this. One example is how the mutant leader points his hate (obsession) on two characters: James Gordon, and Batman. There are many parts in the comic where when the mutants talk to the city, they talk about killing Gordon, beating batman, and owning the city, in fact he talks so much about Gordon in those calls to the city, it seems like an obsession of Gordon more than being a scapegoat or a target than anything else. however he represents great the real of threat of simple things like gang problems, without any master plan but being a leader of a gang trying to take over a city. He represents problems that many cites have to face and that is what makes him a great villain for what he represents.
